What is an FFL?
A Federal Firearms License (FFL) is issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and is required to engage in the business of dealing, manufacturing, or importing firearms. When you buy a gun online, it must ship to an FFL near you, who runs the background check and completes the transfer.
